1. About People Fleet
People Fleet is operated by People Fleet, an Arizona-based business. These Buyer Terms of Service govern your use of the People Fleet website and platform located at peoplefleet.co (the “Platform”) as a vehicle buyer.
People Fleet is a web-based marketplace that connects vehicle buyers with franchised and independent automotive dealerships. The Platform allows dealerships to list vehicles in groups called blocks, and allows vehicle buyers to browse blocks, lock vehicles with a deposit, and proceed toward vehicle purchase.
Dealership accounts are governed by a separate Dealer Agreement between People Fleet and each dealership. These Buyer Terms of Service do not apply to dealership accounts, and the Dealer Agreement is not made available to vehicle buyers.

2. Eligibility
To use People Fleet as a vehicle buyer you must meet all of the following requirements:
- You must be at least 18 years of age.
- You must be a legal resident of the United States, or otherwise legally permitted to enter into contracts in the United States.
- You must have the legal capacity to enter into a binding contract.
- You must not be prohibited from using the Platform under any applicable law.
By creating an account you represent and warrant that you meet all of the above requirements. People Fleet reserves the right to terminate any account that does not meet these requirements.
3. Account Registration
3.1 Creating an Account
To access the full features of People Fleet, vehicle buyers must create an account. When registering you agree to provide accurate, current, and complete information and to keep that information up to date.
3.2 Account Security
You are responsible for maintaining the confidentiality of your account credentials and for all activity that occurs under your account. You agree to notify People Fleet immediately at support@peoplefleet.co if you suspect any unauthorized access to your account. People Fleet is not liable for any loss resulting from unauthorized use of your account.
4. The Block System
4.1 How Blocks Work
Dealerships list vehicles in groups of exactly 5 vehicles called blocks. Each block has a set duration of 3 to 7 days chosen by the dealership. You can browse active blocks, view vehicle details and pricing, and lock a vehicle by paying a $500 deposit. Vehicle listings include photos and, where applicable, a Monroney sticker (for New and Demo vehicles) and a Used Car Buyer’s Guide (for Used and Demo vehicles) uploaded by the dealership.
4.2 Block Discounts
Each block carries a block discount applied to all vehicles. Dealerships may also set a locked block bonus, an additional discount triggered automatically when all 5 vehicles in a block are locked before the timer expires. People Fleet does not guarantee that any particular discount will be available at any given time.
4.3 Block Expiry
Blocks automatically close when the countdown timer reaches zero regardless of how many vehicles have been locked. People Fleet is not responsible for any vehicles that remain unlocked when a block expires.
5. The $500 Lock Fee
5.1 How the Lock Fee Works
When you lock a vehicle you pay a $500 lock fee. This fee is held in escrow by People Fleet via our payment processor Stripe and is not distributed until the outcome of the transaction is determined.
5.2 People Fleet Fee
People Fleet retains $100 of the $500 lock fee as a customer acquisition fee ONLY when a vehicle sale is successfully completed. If the deal does not result in a completed sale for any reason, People Fleet retains $0 and the full $500 is returned to you.
5.3 Dealership Transfer
Upon successful completion of a sale, $400 of the $500 lock fee is transferred to the dealership. You receive a full $500 down payment credit with the dealership at the time of purchase.
5.4 Refunds
If a deal does not proceed to completion your $500 is returned in full either as a refund to your original payment method (standard 3 to 5 business days processing time) or as account credit for future use on the Platform, based on your selection at the time of locking. People Fleet retains $0 in these circumstances.
5.5 Dispute Resolution
If you dispute a confirmed sale within the 5-day dispute window, People Fleet will review the dispute and make a determination. All People Fleet decisions on disputes are final. If the dispute is upheld in your favor, the full $500 is refunded and People Fleet retains $0. If the dispute is denied, $400 is released to the dealership and People Fleet retains $100.
5.6 Dealership Account Issues
If a dealership’s People Fleet account becomes inactive, is suspended, or is otherwise unable to continue operating on the Platform, any lock fee you have paid for a vehicle in that dealership’s block will be refunded to you in full and People Fleet will retain $0 from that refund. You will not be penalized for a dealership-side issue outside of your control, and you remain free to immediately lock a vehicle in any other active block on the Platform.
5.7 Chargebacks and Bank Disputes
Filing a chargeback or payment dispute directly with your card issuer or bank is a separate process from the People Fleet dispute process described above. Using one does not pause, replace, or extend the other.
If you file a chargeback for a transaction that has already been resolved through the People Fleet dispute process, or for which the 5-day dispute window has already closed without a dispute being raised, People Fleet may contest the chargeback with your card issuer using the Platform’s transaction records, audit logs, and any other evidence available.
People Fleet reserves the right to restrict, suspend, or terminate the account of any buyer who:
- files a chargeback for a transaction already resolved in the buyer’s favor through the People Fleet dispute process,
- files a chargeback without first attempting to resolve the issue through the People Fleet dispute process, or
- files a pattern of chargebacks that People Fleet reasonably determines to be fraudulent or abusive of the Platform.
Nothing in this section limits your legal right to dispute a charge with your bank or card issuer. It describes only how People Fleet treats your Platform account in response.
5.8 SMS Communications and Consent
The $500 lock fee payment screen includes a required consent checkbox for automated text messages from People Fleet about your transaction. You must check this box to submit your $500 payment and lock a vehicle. Consent is not collected earlier in your use of the Platform, and the payment button will not activate until the box is checked. Your consent is recorded only if your payment is successfully completed; if a payment attempt fails, you will be asked to confirm consent again on retry.
The primary purpose of these messages is to confirm that your dealership held up its end of the pricing disclosure required of every dealership on the Platform. After a dealership marks your sale as complete, People Fleet will send you a text message asking whether the dealership’s salesperson verbally walked you through your full price breakdown before you signed, including that any add-ons you choose at the dealership can increase both your price and your taxes beyond the estimate you saw when you locked, that trade-in value and financing terms also affect your final price, and that your $500 lock fee counts toward whatever down payment you and the dealership agree on. Your reply is the record People Fleet uses to confirm that dealership pricing practices were followed correctly on your transaction.
Message frequency varies based on your transaction activity. Message and data rates may apply. You may reply STOP at any time to opt out of future messages, or reply HELP for support. Opting out does not affect your rights or obligations under any other section of these Terms.
6. Vehicle Buyer Obligations
6.1 General Obligations
By creating a buyer account on People Fleet, you agree to the following:
- You will provide accurate personal and financial information, including a valid pre-qualification letter at account creation and a valid pre-approval letter from a lending institution or myAutoloan, People Fleet’s designated financing partner, before locking a vehicle.
- When you lock a vehicle you are making a genuine commitment to pursue the purchase of that vehicle. The lock fee is intended to signal serious buyer intent.
- You will make a good faith effort to visit the assigned dealership and complete the purchase within the 72-hour sale window following block close.
- You will only raise a dispute if you have a genuine, legitimate reason. Fraudulent or bad faith disputes may result in account termination.
- You understand that locking a vehicle does not guarantee final pricing. Additional fees, taxes, dealer add-ons, and trade-in valuations are finalized at the dealership.
6.2 Financing Documentation
People Fleet uses a two-tier document structure to ensure buyers are financially qualified before browsing and before committing a $500 deposit:
Pre-Qualification. At account creation, you must upload a valid pre-qualification letter from a lending institution or myAutoloan, People Fleet’s designated financing partner. A pre-qualification letter establishes your general purchasing power and budget range and is required before browsing active blocks. Pre-qualification is typically obtained via a soft credit inquiry with no impact to your credit score.
Pre-Approval. Before paying the $500 lock fee to secure a vehicle, you must have a valid pre-approval letter on file. A pre-approval is a conditional lending commitment from a financial institution confirming the specific amount you are approved to finance. A pre-qualification letter alone is not sufficient to lock a vehicle. A full pre-approval is required. If you have not yet uploaded a pre-approval, you will be prompted to do so before the lock fee payment can be processed.
Both documents are stored securely and are not shared with any dealership until after the block closes and you are formally assigned to that specific dealership, meaning you locked a vehicle at that dealership’s block. Documents are never shared with any other dealership. People Fleet does not verify the validity or accuracy of financing documents beyond confirming that a document of the required tier has been uploaded.
If you arrive at the dealership with a pre-approval from an external lender, you are always free to discuss and accept dealership financing options at that time. The pre-approval requirement on People Fleet does not obligate you to use any particular lender to complete the purchase.
6.3 Buyer Account Credit: Privacy and Dealership Access
Any account credit balance held in your People Fleet account is personal financial information belonging solely to you. Dealerships do not have access to your account credit balance at any point, including during an active block, after a block closes, or in any other context on the Platform. People Fleet enforces this restriction at the database level. You may view and manage your account credit balance in your Account Settings.
6.4 Financing Outcome Disclaimer
People Fleet does not guarantee loan approval, financing terms, interest rates, or any other lending outcome from any lender, including People Fleet’s designated financing partner or any external lending institution. People Fleet is not a lender, does not make credit decisions, and is not responsible for you being denied financing for any reason.
Your pre-qualification or pre-approval letter reflects a determination made solely by the issuing lender and does not constitute a guarantee of final loan approval by People Fleet or by any lender. If you are denied financing after locking a vehicle, your deal will be treated as not proceeding to completion, and your $500 lock fee will be refunded in accordance with Section 5.4.
Where you are connected with a lender through myAutoloan, People Fleet’s designated financing partner, that lender, not myAutoloan and not People Fleet, makes the final credit decision, and any pre-approval offer may be changed or withdrawn by the lender during underwriting. People Fleet has no involvement in and no liability for myAutoloan’s matching process or any lender’s subsequent decision.
7. Prohibited Conduct
You agree not to use People Fleet for any of the following:
- Creating fake accounts, impersonating another person or entity, or providing false information.
- Locking vehicles with no intention of pursuing a purchase.
- Attempting to manipulate block pricing, discounts, or the locked block bonus through coordinated or fraudulent activity.
- Attempting to circumvent People Fleet’s payment system by transacting directly with a dealership outside the Platform to avoid fees.
- Using the Platform to harass, defraud, or harm other users.
- Scraping, copying, or republishing Platform content without written permission.
- Attempting to reverse engineer, hack, or interfere with the Platform’s systems.
Violations of these prohibitions may result in immediate account suspension or termination, forfeiture of any account credits, and pursuit of legal remedies where applicable.
8. Intellectual Property
All content on the People Fleet Platform including but not limited to the software, design, logos, text, graphics, and data is owned by or licensed to People Fleet and is protected by applicable intellectual property laws.
You may not copy, reproduce, modify, distribute, or create derivative works from any People Fleet content without prior written permission.
9. Disclaimers & Limitation of Liability
People Fleet does not guarantee that any vehicle listing is accurate, that any deal will be completed, or that any discount will remain available for any period of time.
People Fleet is a marketplace platform and is not a party to the vehicle sale transaction between you and a dealership. People Fleet is not responsible for the condition, title, quality, safety, or legality of any vehicle listed on the Platform.
10. Indemnification
You agree to indemnify, defend, and hold harmless People Fleet, its owner, employees, and agents from and against any claims, damages, losses, liabilities, costs, and expenses (including reasonable legal fees) arising from your use of the Platform, your violation of these Terms, or your violation of any rights of another party.
11. Governing Law & Dispute Resolution
These Terms shall be governed by and construed in accordance with the laws of the State of Arizona, without regard to its conflict of law provisions.
Any dispute arising from or relating to these Terms or your use of the Platform shall first be attempted to be resolved through good faith negotiation. If negotiation fails, disputes shall be resolved through binding arbitration in Maricopa County, Arizona in accordance with the rules of the American Arbitration Association.
You waive any right to participate in a class action lawsuit or class-wide arbitration against People Fleet.
12. Changes to These Terms
People Fleet reserves the right to update these Terms at any time. When we make material changes, we will notify registered users by email at the address on file and update the Effective Date at the top of this document. Your continued use of the Platform after the effective date of the revised Terms constitutes your acceptance of the changes.
13. Termination
People Fleet may suspend or terminate your account at any time for violation of these Terms, fraudulent activity, or for any other reason at People Fleet’s sole discretion with or without notice. Upon termination, your right to use the Platform ceases immediately. Any account credits held at the time of termination for cause are forfeited.
You may terminate your account at any time by contacting support@peoplefleet.co. Note that financial records associated with completed transactions will be retained as required by law regardless of account termination.
